3. Democratic transition – Which agencies (US, regional organizations, or supranational organizations) should be tasked with “bringing democracy” to North Korea? What pushback might occur in the region?
4. Humanitarian intervention – What issues would you expect to face in a preventative war against North Korea in respect to its civilian population? How important is assessing risk to civilians in any war? Last, on a scale of 1-10 (with 1 being least effective and 10 being most effective) overall, how well does preventative war really work in solving international conflict issues?
