How can mass hysteria be prevented within a population?

1, 500 WORDS

You are a research analyst for the U.S. Department of Homeland Security (DHS). The department has received credible intelligence from the NSA, FBI, and Department of Defense that Al Qaeda is planning a biological attack using smallpox against Los Angeles, CA. Although the dispersal method is unknown, it is believed the most likely method will be airborne, through a populated shopping mall’s ventilation system. The lax security at these locations, coupled with a wide social and economic population sampling, will make identifying victims and stopping the spread of the disease difficult. The intelligence indicates that the attack is scheduled to occur within 7–10 days.
Your department has been tasked with reviewing historical incidents of smallpox, including academic assessments of its use as a biological agent for terrorism. Use the Centers for Disease Control and Prevention’s smallpox Web site as a guide to available resources and current planning (CDC Smallpox Information). With these tools, develop a communication plan that addresses the following:
Assignment Guidelines

Provide an overview of the threat (disease characteristics).
How can mass hysteria be prevented within the population?
What should the federal government share with the state, and can this information be controlled?
What should the federal government share with the city, and how can this information be controlled?
What should the federal government share with the nation?
When should information be disseminated to each recipient (state, city, and nation)?
What should be the characteristics of this information’s release to the public (consider medium, frequency, and timeliness)?

Be sure to reference all sources using APA style.

Should the state have the authority to override local fracking laws that were clearly passed by the voters?

The term federalism is defined as “the sharing of power between the national, state, and local governments”, and Article VI in the US Constitution states the federal government is the supreme entity (in a nut shell). For this assessment, the completed research will help you further understand the complicated relationship of these three entities. Since horizontal hydraulic fracking ushered in a new economic boom for the state of Texas, the question of regulation has loomed large.  Who should be in charge of fracking regulations? Research the federal Clean Air Act and what the Environmental Protection Agency (EPA) is responsible for.  Next, research the lawsuits the state of Texas has filed against the EPA in an effort to establish their rights under the 10th Amendment.  Lastly, research the fracking ban that was passed by voters in Denton and then the subsequent overturning of that ban by the Texas state legislature.
Once you feel educated on each of the above, answer the following questions:

Should the state have the authority to override local fracking laws that were clearly passed by the voters? Why or why not? How might this law impact the fiscal policy of our state?
How might the federal government’s establishment of standards regarding fracking-related pollution be described as an “overreach” of its powers?  How might the federal standards be justified?
Lastly, what are your overall feelings about the continuous fight between federal power and states rights?  Should there by more or less emphasis given to the states to govern the people living within them or for continuity amongst all citizens, should the federal government really be in charge?  Explain.

Explain the role of individuals and federal, state, and local government agencies in crime fighting and prosecution of criminal offenses.
